wgrib and grib2ctl.pl installation problem

Hi to all, I had a problem while installing grib2ctl.pl . I downloaded the file grib2ctl.pl file and in that file i changed

$wgrib='/usr/local/bin/wgrib';
and

$pdef_dir='/usr/local/lib/grads';

i installed wgrib also. Then i changed the chmod 755 grib2ctl.pl and i make it to execute. then i copied both wgrib and grib2ctl.pl to /usr/local/bin/. this is procedure available in internet. Then i gave the below command .

[sksagar@sksagar Downloads]$ grib2ctl.pl output.grib > ex.ctl
Big problem:
either output.grib is missing or not a grib file
wgrib is not on your path or can not write to /tmp/g16406.tmp (full disk or permissions)
[sksagar@sksagar Downloads]$

So help me to overcome this problem and how to install wgrib and grib2ctl.pl properly.
