USB hard drive; device not accepting address, error -71


I noticed recently that one of the hard drives in a server running CentOS was failing to mount.
/etc/fstab has the device listed as /dev/sdc1, and this device no longer exists.
It is a USB hard drive. I disconnected it and plugged it back in, which produced these 4 lines in dmesg.

usb 1-6: new high speed usb device using address 8
usb 1-6: device not accepting address 8, error -71
usb 1-6: new high speed usb device using address 9
usb 1-6: device not accepting address 9, error -71

Oh God. It's no longer displaying any messages when plugging it in or unplugging it.
I plugged it into a machine running Windows XP and the device manager did not flicker.
I put the drive up to my ear and it sounds like its turning, but slowly, and there is a steady, very soft ticking sound that is almost too soft to hear.
