USB device driver

I'm working in this project in order to control usb LED's, http://www.obdev.at/products/vusb/powerswitch.html, its controlled here using powerswitch API, which depends on libusb, after reading inside powerswitch I found that it passes two parameters, led no and status (on/off), in general other options like timing are there also but I don't need them, how can I develop usb device driver for the same, actually I customized one of the device drivers in the kernel source code adding the VendorID and ProductID of my device, but I couldn't figure out how to add the functionality of passing the two parameters to the device driver, thus to the hardware
