BIOS has been successfully upgraded. But problem still remains;
1)
Fails to boot DVD installer (I have tested Windows Vista, Windows Server 2008, etc. I haven't tested Linux disto because without Linux DVD installer)
2)
Some Linux CD installer can boot but others fail. I don't know why.
3)
Data DVD can be mounted but NOT DVD installer, always complaining;
# mount /dev/sr0 -t iso9660

However CD installer can be mounted.

I had a similar problem about six month ago with a new (at the time) Asus board, the dvd just would not mount, chipset driver problem. Mandriva 2008.1, just would not load the dvd. I had to look for a distro with the newest kernel, that is why i installed Debian Lenny, and a few month later most (newest) distro now install correctly, Mandriva 2009.1 included. Is it possible your board is not compatible with older kernel. The distro that boots do they use a newer kernel?
Have you tried cleaning the lens? DVD has much smaller groove than CD so normally optical drives has less tolerance for errors for DVDs.

Thanks for your advice.
I have 2 DVD Writers in 2 boxes. They haven't been used for sometimes. One is IDE DVD Writer and another SATA DVD Writer. Both boxes are running without problem. About 3~4 days ago I replaced new components, as mentioned in OP, to the box with IDE DVD Writer installed and found this problem.
IDE DVD Writer - can't boot both DVD installer and CD Installer. Can't mount CD and DVD
SATA DVD Writer - Can't boot DVD installer but can boot CD installer. Mounting both CD and DVD work. It can burn CD installer. But I can boot it on IDE and SATA DVD Writers. However it boots on CDRom.
Tomorrow I'm prepared to buy;
1)
Opitcal cleaner - any recommendation ?
2)
A new DVD Writer, SATA connection preferable - Any recommendation ?

I have exchanged the DVD Writers on 2 boxes and found the result being the same as mentioned in my reply to Kenichi Kato.
I doubt whether the DVD Writers have not been used and cleaned for long time. OR the IDE DVD Writer already reached the end of life. But I can't explain why the SATA DVD Writer can't boot DVD installer.
Thanks for the more detail reply. Part of my day job is performing failure analysis on optical drives for the last 8 years & usually such failure requires slight repairs on the drives, if confirmed its a hardware failure. However, it seems your drives are not over-used so it seems odd. May I know which brands are your 2 drives? Before you go out & spend money to buy another drive, do you have another spare motherboard to test if these 2 drives are really faulty?
