where to get all the tv-tuner who work under linux?

Easy enough. Go with a bttv 848 or 878 based card (preferably an 878) as these are the best supported (using the bttv kernel module). Even radio tuners work for the most part for TV Tuners that support this. I would say stick with Hauppage. I have had good luck using their cards on Linux. ATI's cards work if you change the way the bttv module loads.

Of course, I have not used all bttv based cards so there may be an exception. As for all of the TV Tuners...that's difficult. It is often unknown which cards contain which chipset. Vendors often switch this. I'd say pick a card and then check the chipset to see the level of support.

If you have the source code for your kernel there is a list of 100+ supported bttv cards in the file

Documentation/video4linux/CARDLIST.bttv

There is a similar file for saa7134 based cards. New cards are added all the time, but if there is some new model only out for a few months you might have some trouble.

maybe i will buy a Winfast TV 2000 XP TV
somebody know if the encode mpeg (hardware)

don't think a 300mhz can record tv without problem?
