after i start up linux i hear a beep (somthing like the system (mobo) speaker would produce), then i hear kde load music trying to play over...rather under the beeeeeeeeeep sound. sound doesnt stop.

First is to figure out if its the system speaker on crack or some bad mixer setting. If its the system speaker and X is making it happen:
xset b off
If it the system speaker and just the running system is doing it, it could be a bios event, power management gone kazoo maybe? Try nulling out anything powery in BIOS.
If its in X, well, fire up a GUI mixer and mute everything, if it kills it, bring it all up one at a time.

i found the source of the simptom: the "PCM" (what is that?) in KMix - when its enabled and over 3/4 "raised" it creates the beeeeeeeeep sound that "evolves" in much worser sounding beeping sound (changes frequency) as i raise the bar more.

i dont want to stop here - i want to learn and anhilate the problem thats causing the the PCM to make the horible sound, especialy as i need to record some stuff of the tape deck and this could cause problems..i forsee
You probably don't need PCM, you've got powered speakers right? Check out what PCM means, I can't really remember and a good googling would beat my half-arsed recolection. You can probably mute the puppy.
