Sorta OT - Modem help


Recently I installed Linux on my machine and discovered that my winmodem wasn't gonna cut it. So, I picked up a USR 56k external modem off of Ebay to use instead. Last night I hooked it up, and to my great displeasure discovered that it wouldn't connect any higher than 31k. I booted in to Windows first and got that speed, then booted into Linux and got the same results. Granted I have internet access in Linux now, but this doesn't make any sense. My internal modem always connects at the maximum speed every time I use it. I tried the internal modem again just to rule out phone line and/or ISP problems and it connected at full speed. I know next to nothing about modems and was hoping someone could offer some advice. Thanks.
