Reformat, restore partition, distro intact?

Normally you can make a separate partition at /home/username/ and install a new distribution and that folder remains intact. I to keep the distribution intact, but scrub all of the data on this partition, and reformat it for another user. All this has been done so far, but now the distribution doesn't see this mount point as a drive that can be used. What must be done to restore it to working order within the distro?

Presuming you have a valid filesystem on that partition, and the mountpoint exists, simply mounting it should be sufficient.
Then add an entry to fstab.
