I hear the haupage cards are good. I have a 'Leadtek TV2000xp rm' and it works well after a very small edit to the source code of the bttv driver. as for the recording look at mythtv and freevo.
Like you said, ATI All-in-Wonder cards do not work well in Linux, but they mostly work with gatos software. The best video capture is based on Philips SAA713x chip or SAA7115 chip. These chips provides the best video quality. Many other cards that come with Conexant chips produce grainy videos. If you are going the PVR route, I suggest Hauppauge PVR-250 (model 980).
I have Lifeview Flyvideo 3000 that is based on Philips SAA7133 chip. It produces very, very good captures.
I know for a fact that fusionhdtv cards run out of the box on this distro and latest kernel. I use gxine or mplayer for the hdtv channels, and tvtime for ntsc. Others with linux support are the air2pc and pchdtv cards.
