Radeon Xpress 200M vs. Permissions

While the peformance of the card sucks IMHO, i've nonetheless got GL and 3D Accel. working when I log in as root. However, my user account when I run glxinfo spits out "Mesa", and therefore, doesn't give me GL. I enjoy playing emulators you see, and as it seems I have to either log in as root or su to use ATI GL instead of Mesa. I've tested this back and forth with GL screensavers and etc. Of all the jibberish i've gotten back from X, it seems to mention permission issues with DRM. I don't know a thing about setting permissions and such. Is there a way to enable this so my user account has GL and hardware accel.?

Thank you folks.
