Promise SATAII TX4 and WD4000 HD - cannnot format

Hi,

I just bought a WD4000 drive, and put it in my system, attached to a promise SATAII 150 TX4 controller.

This controller works for the other SATA drive in the system, which is an SATA I drive.

I am able to fdisk the new drive, which is /dev/sdb.

Here is the lspci output.

00:00.0 Host bridge: VIA Technologies, Inc. VT8366/A/7 [Apollo KT266/A/333]
00:01.0 PCI bridge: VIA Technologies, Inc. VT8366/A/7 [Apollo KT266/A/333 AGP]
00:08.0 Unknown mass storage controller: Promise Technology, Inc.: Unknown device 3d18 (rev 02)
00:0a.0 Ethernet controller: 3Com Corporation 3c905 100BaseTX [Boomerang]
00:0b.0 USB Controller: NEC Corporation USB (rev 41)
00:0b.1 USB Controller: NEC Corporation USB (rev 41)
00:0b.2 USB Controller: NEC Corporation USB 2.0 (rev 02)
00:11.0 ISA bridge: VIA Technologies, Inc. VT8233A ISA Bridge
00:11.1 IDE interface: VIA Technologies, Inc. VT82C586A/B/VT82C686/A/B/VT823x/A/C/VT8235 PIPC Bus Master IDE (rev 06)
00:11.2 USB Controller: VIA Technologies, Inc. VT6202 [USB 2.0 controller] (rev 23)
00:11.3 USB Controller: VIA Technologies, Inc. VT6202 [USB 2.0 controller] (rev 23)
00:11.5 Multimedia audio controller: VIA Technologies, Inc. VT8233/A/8235/8237 AC97 Audio Controller (rev 40)
01:00.0 VGA compatible controller: nVidia Corporation NV25 [GeForce4 Ti 4200] (rev a3)

I am stumped, at this point. I have upgrade to kernel 2.6.15.7. The other drive, which is SATA I, works fine. I can format the new drive, when I try:

mkreiserfs /dev/sdb1

Stat of the device '/dev/sdb1' failed.

when I try

mkfs -t ext3 /dev/sdb1
mke2fs 1.35 (28-Feb-2004)
Could not stat /dev/sdb1 --- No such file or directory

The device apparently does not exist; did you specify it correctly?

Which is weird because

dmesg says:
