Problem with tape drive

Hello,
I have a fedora server with an IBM LTO-3 tape drive. Last week the tape drive failed so I purchased a refurbished drive of the same model.

Well I got the drive installed today and the server recognizes the drive and fedora does as well... It shows up in /process/scsi/scsi and it also shows up in dmesg.

But the tape drive will not accept a tape. The white prongs inside the drive never move to the front of the drive so it can accept a tape. The prongs stay in the middle of a drive as though there is already a tape in there.

Right now I'm leaning towards the notion that the drive itself is bad.

Does anyone else have any insight? Maybe something else I could check?

Please let me know and thanks for your time.

The drive is obviously bad, if you can't put a tape in it. Send it back. What version of Fedora are you using?
