Please provide more details -- are you receiving any system error messages (if so, what are they), what steps have you attempted already to get it to work, does the sound card work for some things but not others or just not at all, etc? Basic things to check:
1. If you have onboard sound plus a soundcard, disable one or the other. Presumably you don't want to use onboard, so during the bootup process, get into BIOS and disable the onboard sound.
2. Check basic physical connections - are the cables plugged in, are the speakers connected to the correct jack, are the speakers powered on, etc. If you are trying to play CD's, is the little cable running from the CD drive to the soundcard correctly installed?
3. Verify your volume settings. ALSA (the Advanced Linux Sound Architecture) typically will default all volume settings to be muted. First, run "alsaconf" to configure your sound, then run "alsamixer" to adjust the individual volume settings.
