The Leadtek WinFast DTV2000h is a hybrid digital/analog/FM. The digital works well in linux. Needed an update to latest kernel. I haven't got the analog/FM working yet - although I haven't tried very hard. Digital here is DVB-T, which I think is similar to Europe. For analog I think Europe has several systems - PAL in UK/Germany, SECAM in France, not sure about the rest.
For dual digital the DVICO FusionHDTV Dual Digital 4 is supposed to work:

Again you probably need the latest kernel. I don't know of anything with MPEG4 encoding. I think any current dual-core CPU could easily do even HD in software with MEncoder.
