Mouse-wheel Configuration

Anybody knows how to configure the mouse-wheel to scroll one page at a time under Fedora Core? I mean configuration at the system level.

map buttons 4 & 5 to pgup 7 pgdw using imwheel fo rthe apps that can use it.
