Does the replug prevent further problems (only to recur after a new windows session?)

I have a vague memory of something like that... if you have any advanced mouse or HID thingies in BIOS, disable them.

Right, that replug only works for a bit suggests that it is a red herring.
Reboot to windows and try the mouse there.
Try a different mouse in OpenSUSE.

Does the mouse need cleaning?

I used to get that problem with a IBM usb optical mouse and finally got tired of unplugging and replugging. Was a problem in Linux and Windows and it was random as far as when it would hang.
Purchased a new optical mouse to cure it.
