you need to modify the /etc/X11/XF86Config file
somewhere in the file you'll see an area like this:

Identifier "Mouse0"
Driver "mouse"
Option "Protocol" "IMPS/2"
Option "Device" "/dev/input/mice"
Option "ZAxisMapping" "4 5"
Option "Emulate3Buttons" "no"

I think u may be missing the ZAxisMapping 4 5 line.
add it like it shows in my file, and save and restart. and see what happens
