The combination of Horiz and Vert was out of range so it skipped to the next available functional combination. The easiest way of restricting the refresh rate is to give the monitor a singular VertRefresh rating, but a range of HorizSync that is available to your monitor so that it'll take whatever Horiz your monitor likes to match up to the Vert.
The one time I had a monitor Hrz setting I wanted to change. I was trying to get two monitors in a dual head rig not to fight, so I just set the Horiz to one number, just as long as the monitor manual says it can do it... so:
