manage IRQs

Is there any way within redhat/fedora/centos to manage the IRQ's from within the OS, in fact i dont even know how to view what hardware is assigned to each irq let alone change it

or do i have to perform all irq related stuff from the bios
??

any help would be greatly appreciated

There is a utility called irqtune that will show you the current irqs and let you change them. You can get it from freshmeat.
