Linux system powers down when the reboot command is issued.

RHEL4 Update 8
There is a UPS connected and apcupsd is running.
Loaded the latest SysVinit RPM. A strange side note: I checked 4 different systems, all had the same version of the SysVinit RPM, but all had a different hash on /sbin/halt

What about using

shutdown -r now

That does the same thing as reboot. System powers off and doesn't reboot.
