Posting this via VNC on one of my servers since previously opening a web browser caused the fan to start running.

ok. On my hp dc7100 I have Mint 13 xfce or TinyCoreLinux. Mint make the fan running a lot. Same on my Dell optiplex where I installed Mint and moved to Debian testing lxde. So, I suggest you move to a distro with low graphic/CPU usage: Crunchbang (version of Debian FluxBox wbar), Debian lxde, TinyCoreLinux flwm, lubuntu.
The quickest install in my opinion would be debian lxde or lubuntu.
