KPPP works, Inet config wizard doesn't. Why??

currently i'm running RH9 with an internal winmodem. i want to upgrade the kernel, and also put FC2 on another HD as a test system. I thought it best to buy a serial external modem to save all the messing around with installing modules for the winmodem. so i fires up the FC2 system and run
wvdialconf create
to check the system and create the conf files. then i ran the Internet configuration wizard and installed the modem no probs. and left me a very happy chappy. i then swapped the HD and booted into RH9 confident that the modem is compatible. unfortunately running the Internet wizard configures it but won't activate, exiting with an error 8. remember that this has modules for the winmodem. should this make any difference?? i created a new hardware device pointing to the right ttyS0. but no work no matter what i do. so i fired up KPPP and configured the modem from there. thankfully it works from KPPP. so my question is why will the internet config wizard not set it up (using KDE desktop)? is there a solution so the wizard can work it. KPPP gets the modem working but spends nearly a minute initialising it before dialling the phone number. TIA
