isdn usb modem - Draytek miniVigor?

I have isdn usb modem D-Link miniVigor 128 TA. The chip on the modem is Draytek. I`ve loaded modules hfc_usb, hisax and isdn. When I did $lsusb, I saw that it is connected on bus 003 and device 004. So i linked /dev/bus/usb/003/004 with /dev/modem, then configured wvdial.conf, but when I run wvdial as root I get next message :

Code:

--> Cannot open /dev/modem: Inappropriate ioctl for device
What could be the problem? Should I install isdn utils or load some other modules?

Distribution : Arch 0.8
Kernel : 2.6.21
Machine : Toshiba Satellite A100-153

P.S.
I would like to know if it is possible to use isdn connection from my desktop computer (Window$) on my laptop?
