How to stop CPU fan from command-line?


Hello! I am new here. I benefited from LQ for years, in search results.

Now, I have a question which I could not find a result anywhere.

How can I stop CPU fan from command-line?

I asked this both in unix.stackexchange.com and also in forums.debian.net.

People keeps asking why stopping it. But I have my reasons, and you can read them there:

In short: I am into politics, government people connects to my computer, they are able to stop this fan sometimes, but I cannot prove it, never ever, and probably nobody can detect them from such forums, thus this issue is not important to discuss here or there at all, and can make me labeled only as paranoiac in these forums, and I dont care if they connect or not, I just know somebodies are able to do this by commands, and my machine is very old and noisy, so I want to do the same. But somehow, some people are trying to be extremely limiting in answers, or trying to make people not get interested, or offering silly solutions.

But my main question is, and only is, how to stop the CPU fan by a command?

Please!
