How to set standby correctly?

I'm using #hdparm -S 120 /dev/hda (10 minutes) but disk continue in active mode. Looking a quick and dirty solution I have shutdown syslogd and klogd daemons to avoid wrinting to disk every minute but i continue with the disk in active/idle mode.

I have use #hdparm -S 1 /dev/hda (5 sec) and i notice after 1 minute disk turn off, but 2 minutes after automatically turn on again. Can anybody help me?

My running proccess are: (i have shutdown syslogd manually preventing disk writing)
