HDMI cable to TV must be unplugged and re-plugged
 
Dell XPS 420: Radeon HD 4670: Philips 720p TV monitor.
When booting, after the GRUB screen nothing happens until the HDMI cable is unplugged and re-plugged. Cannot find help in blogs.
Various ATI drivers installed. Various /etc/X11/xorg.conf used. Please advise.

If the problem is directly after having run GRUB, the x server has nothing to do with this problem. Did you try to boot with "vga=0x7" or similar parameters? These parameters force the kernel to use only standard text mode for the the console and so it does not use VESA, which may try to reset the graphics card and waits for some reason on the HDMI port ... maybe a broken video bios or something ...
