have to reconnect usb modem before it works


im using fedora core 3 and my usb modem works and all but the thing is after i disconnect from the internet, i have to unplug and then plug in the modem before it works again. i guess the new fedora uses udev for creating devices but it didnt work out of the box. so i had to:
mknod /dev/ttyACM0 c 166 0 and create my own. it works but its annoying that i have to unplug then plug back in.

Any thoughts on what would be wrong?
