FC3 doesn't recognize hard drive hdb

I have installed FC3 and updates on hda.
I instructed install to remove all partitions on all drives at beginning of install.
My system does not recognize my second drive.
BIOS does recognize it as primary slave.
Not sure what to do next.

I run the command: fdisk /dev/hdb
response: Could not run the specified command
I run mkfs /dev/hdb
response: Could not run the specified command

dmesg shows:

Is the drive in /etc/fstab file? If you don't need anything off the drive, try to format it with a linux filesystem. QTParted is a formating program for linux.
