Dual-screen and ATI Rage 128 problems

I want to do a 2 screen setup but the desktop configuration wont let me select a two monitor option. I know my other graphics card (ATI Rage Turbo Pro PCI) works because it displays the boot up junk on that screen.
i also can't get my ATI Rage 128 RF to go to a resolution higher than 1024x768 (my big monitor can go 1732x1644) and I have tried to change it in two different places. The system knows the 2 graphics cards are in there because I can see them in QT.
