Try running lsusb as root with a device plugged into your monitor. If you can see the device, chances are you can access it.
*if for some reason you don't have lsusb as a command, its probably located in a package called something like usbutils or usb-utils

I'm not sure if manually forcing is possible. Out of curiousity, how is the monitor connected to the computer?

after searching for a while, i came across your post and unfortunately i'm still having trouble with this issue.
my issue is not with plugging in the usb cable from the monitor to the back of my pc. it is that the usb hub attached to my monitor is not even being recognized period. i have a dell 17 monitor (1704 FP) and although my configuration is correct, the usb hub is not functioning.
i tried plugging in a flash drive and it would not be recognized. i checked multiple times w/ "lsusb" and found nothing so then i plugged the drive into the back of my comp and lo and behold, it worked. so that ruled out any of the usb ports on my comp being dead. i just think that ubuntu is having a hard time recognizing the hub.
has anyone else got this to work? thanks.

Make sure the that you have the correct usb host controller modules loaded or compiled into your kernel. The three possibilites are uhci-hcd, ohci-hcd, and uhci-hcd. Try modprobing all of them. If the modprobe fails, they are compiled in, if the module doesn't exists, try recompiling your kernel with those modules in place.
