Detecting new hardware

when some new hardware is put in a PCI slot, when exactly will it get detected? what are the factors on which the detection takes place? does it depend on the brand of the hardware?
my operating system(linux) is not able to detect a PCI to PC card unit. what could possibly be the problem?

I hate how the marketing industry has hacked the acronyms. You have a PLX adapter, something that lets you slap a laptop PCMCIA card in a desktop? Right?

This gear is rather odd, and kudzo is a nifty toy, but its almost never that easy, especially with this plx gear. What kind of card combo are you trying to get working? wireless? possibly a Linksys card, maybe dlink?
