My first thought would be dumping your current distro and gettting something that actually works... heh
But, in effort to fix something that shouldnt have been broken to begin with, check that all you kernel acpi features are compiled and loaded. Also, I believe there is a program called fnfx for the function keys on some laptops, though I've never actually needed to use it.
If you did switch distro's give sabayon or opensuse a shot.
Sabayon is a live distro of gentoo that can be installed.
