Customize keyboard

Dear friends,
first of all excese for my english.
I wanted to know if it is possible to personalize the keyboard (or some combination of keys) through a software, or directly from they finishes. In the specific one I would want that when I press combination ALT+E me the special character appeared "ê", without to resort to combination ALT+0234. This would have to serve to me on openoffice, but also on kwrite and kword. It can be made?

If you are going to do this, you probably want to change your locale altogether (no need to reinvent the wheel). The procedure for this varies among distrobutions.

See the howtos.
