CPU Fan High RPMs

I am using Fedora Core 4 (2.6.11-1.1369_FC4) and my CPU Fan idles at max speed when I boot into Linux. I have a dual boot with XP Pro and when I'm in Windows, the CPU Fan idles a lower speeds except for when the CPU is being hammered.

I am monitoring the CPU clock cycles in linux and there is nothing taxing the CPU....most of the time it's almost at zero. Any help would be appreciated.

Dual Boot FC4/XP Pro
Gigabyte GA-K8N Pro
XFX 7800GT
1GB Dual Channel RAM
Seagate 160GB 7200RPM IDE HD
