Computer hangs after bootup if system sends reboot

I have an Aquanta CP computer. Right now it is running smoothwall but I've been having this problem with other linux varieties (RedHat and Mandrake) as well. If I tell the system to reboot (`shutdown -r now`) it goes through the shutdown sequence fine and restarts the computer, but it then hangs at the welcome screen for the computer (i.e. The Aqunta logo, not the lilo menu). I have to manually turn off the computer and restart it. Although I don't have to restart it alot (of course :) ) it's anoying to have to go downstairs to manually powercycle the computer when I do, especially since now it's running the firewall, I want the downtime to be as little as possible.

I am assuming there's something with the RAM not getting cleared out or something. I have tried other memory and it doesn't help (it uses those old simms, I can get the exact details, but I don't have them in front of me right now). I have gone through the bios and disabled anything the mentions cache and that didn't fix it.
