Capture image from camera using "C" then placing in specified file


I need to embed a procedure in my "C" program which will take a picture from a program specified Camera then store it to a file named by my application program.
The program (not the user) will determine which camera is to take the picture(s) and what to name the file.
The Camera can be either a network Camera or attached to a USB on a thin client that is running the application.

Ok...and your question is what?? You've said what you want to do, but not said where you're having a problem, or said what you've done so far. Also, what version/distro of Linux are you using?
