cannot set pci latency for 00:06.0


I have been having some problems getting my Hauppage PVR-150 working properly. I think it may have something to do with the pci latency settings. The ivtv driver automatically resets the latency for the tv card to 64 which I think is causing it to cause havock with the hard drives which are set to latency 0. So I tried to change the latency of the hard drives using setpci, but after that lspci -v is unchanged (latency is still 0)

Sorry I don't have the exact output of lspci now, will post when I get home. Is there anything that could be stopping setpci from changing latency?
