Angry cannot connect with internet

hi

i'm using redhat linux 9 , i've 3Com U.S. Robotics 56k faxmodem (external) but when i connect (activate) after dialing modem gives error messege

"Redhat-config-network:

cannot active network device ppp0
failed to activate ppp0 with error 17"

Please help me to solve this problem
