can't send to Deskjet 3820 usb printer

I am using Fedora 2 , GNOME gui, and have a HP3820 usb printer installed. I have Windows 98 installed on another partition. The only other permanent USB devices are a cheap webcam and a four port hub.

Every now and again

1) it won't print (/dev/usb/lp0 not found)
2) on closedown there are error messages, usb devices busy

Sometimes re-scan devices (in GNOME) works but not always, some times the solution is to reboot but not always, at other times I have to delete and re install the printer in GNOME print manager.

Unplugging and replugging the USB lead a la windows never works.

There must be a quicker fix, I could wallpaper my room with CUPS test pages.

Sometimes also there is a usb listing in /proc and sometimes there isn't.
