Battery reported as nonexistant

Once again trying to figure out my old Dell Latitude C400, and it's annoying habits.

The battery, as far as Ubuntu is concerned, does not exist. None of the battery monitors can't see it, and I can't figure out why.
It's clearly plugged in, as without it, you can't even turn the laptop on, even on mains power.

But as far as I can tell... nothing else admits it exists.
So I have a laptop with an existential crisis over a battery...

Can anyone help please?

Thanks in advance.

I think apm protocal has become depreciated after kernel version 2.6.21 and is not supported. Had a computer that used apm protocal and never could get apm to work with kernel versions newer than 2.6.21.
Puppy is the only distro I know of that allows you to use older 2.6 kernel versions straight of the box. But then again I may be wrong, have seen a lot of "this or that can't be done post" where someone figures out a work around.
