Automatic generation of /dev devices


I have always wondered why the /dev directory is in such an apparent mess -
most of the files there don't correspond to any devices on most systems.
Does any system exist where the hardware is interrogated on boot-up and then
only the files that correspond to the existing devices are then created in
/dev ?
