automatic driver load & device permissions

Hi. Long story short-
1. I want modprobe cdc_acm to happen at boot (this is probably a stupid question, #2 is the harder one)
2. I want the device(s) it makes (/dev/ttyACM0) and the USB file (/proc/bus/usb/n/m) to have read and write access for all.

This is for a Motorola phone. I'm running Mandrake 10.1 + cooker stuff; kernel 2.6 and udev. That should be enough information to help, I hope?

Thanks in advance!
