ati radeon 9800se PROBLEM on RHLinux 9.0

hi,every one,
i am just installing red hat linux9.0 (kernel 2.4.0?) and encountering a problem,i searched for answers for two days and still got things bad. Any of your words are appreciated greatly....
the configurations as follow:
AMD Athlon xp2500+;
Ati Radeon 9800se;
red hat linux 9.0;
XFree86 4.3.0;
the driver is downloaded from ati's website;

i install the driver and recieve error message as :

########################################### [100%]
########################################### [100%]
*** Trying to install a precompiled kernel module.
*** WARNING ***
Tailored kernel module for fglrx not present in your system.
You must go to /lib/modules/fglrx/build_mod subdir
and execute './make.sh' to build a fully customed kernel module.
Afterwards go to /lib/modules/fglrx and run './make_install.sh'
in order to install the module into your kernel's module repository.
(see readme.txt for more details.)

As of now you can still run your XServer in 2D, but hardware acclerated
OpenGL will not work and 2D graphics will lack performance.

failed.
*** Found kernel module build environment, generating kernel module now.
ATI module generator V 2.0

initializing...
cleaning...
.....................(omitting the rest)

then i acted followed the instructions on ati's site to solve the kernel module problem:
cd /lib/modules/fglrx/build_mod
sh make.sh

cd /lib/modules/fglrx
sh make_install.sh

and the kernel module for ati is installed correctly. But when installing the drivers again by commands "#rpm -Uh --force fglrx-4.3.0-3.14.1.i386.rpm",the same error messages are shown again.

i have read some answers concerning of such a question, but still can't. i seek for the third party drivers for ati on DRI.sourceforge. But they do not have driver for radeon 9800se 3d acceleration card,they suggest the ati proprietary driver at last.

**********************************************
I wonder where the error is originated and how to solve it?
Thanks a lot to helpers and sorry for my english.....
