Athlon x4 860k Has two cores running at half speed?

This is really confusing and nothing has come up in google searches with anything close to this. Two cores in my Athlon x4 860k are running at 1.7GHz while the other two are running at 3.7GHz Like they should. This issue happens in both Linux Mint 17 and Windows 8.1 Pro.

Running down the CPU checklist:
Temperatures are fine (Hyper TX3 w/ Arctic Ceramique 2)
Power requirements are fine (500w PSU)
Pins on the CPU are fine, no dust etc.
All power saving options in BIOS are off
There are no individual core settings in BIOS

Attached in a screenshot of AMD Overdrive showing my problem better.

Any ideas? Thanks in advance!

EDIT: The other two cores are supposed to be running at 3.7Ghz, as shown in the second screenshot.

I don't think there is an issue here. Modern CPUs will automatically adjust frequency according to the current work load. If you're not stressing the pc then there is no need to perform at full capacity. Try multitasking and throwing a bunch of different situations or process intensive tasks at the thing and see if it changes, I believe it will increase as the load increases.

I already have. I've used Prime95 and IBT and the two cores stay at 1.7Ghz.

Does this persist if you activate power save options in the BIOS/UEFI? If so I would return the CPU to the vendor (if it is newly bought) or replace it, in that case it seems to be defective.
Check also if your mainboard actually supports this CPU or if maybe a firmware upgrade is needed.

I turned Turbo back on and that seemed to fix the issue, even after I turned it off again! (Im probably going to leave it on now anyway).
Thanks for suggesting I turn the power options back on in BIOS, I guess something just got stuck when I turned them off to try and run a benchmark.
