AC97 Modem Controller

Here is my problem. I went to the linuxant.com webiste got the modem drivers for my computer; Mandrake 9.0. I used rpm -i modem.rpm syntax and it says that it needs pciutils. Fine. I go and get pciutils, extract it, type make and get the following error:
[root@JRPROJECT pciutils-2.1.11]# make
make -C lib all
make[1]: Entering directory `/home/jdobyns/Documents/pciutils-2.1.11/lib'
cc -O2 -fomit-frame-pointer -Wall -W -Wno-parentheses -Wstrict-prototypes -c -o access.o access.c
make[1]: cc: Command not found
make[1]: *** [access.o] Error 127
make[1]: Leaving directory `/home/jdobyns/Documents/pciutils-2.1.11/lib'
make: *** [lib] Error 2
[root@JRPROJECT pciutils-2.1.11]#

I am now officially lost. Any help would be greatly appreciated.
