Er, sorry... what is the problem? 100% CPU usage shouldn't be a problem unless it's preventing you from doing other things. If copying files is bogging other things down, perhaps it would help to run copy commands with a lower priority, for instance 'nice -n 15 cp ...' (see the manual page for 'nice'). Anything involving intensive disk usage is likely to make other processes a little more sluggish, especially if a lot of them are trying to use the disk at the same time. The CPU isn't really the bottleneck in those situations.
This problem dont preventing me from normal work (browsing net, writing dociments) but when I playng UT2004 I can see brutal dropping of FPS when disk read and use SWAP. Where I can find documentation about "nice" that you mentioned? But I will be very happy if you know how to solve this problem and write here complete solving...or somebody else
Open a terminal window (Konsole, Xterm, RXVT or whatever you have) and type 'man nice' or you can read it online.
It's sort of unusual to have swap space being used in Linux, unless you don't have much RAM. How much RAM do you have? I have 512MB, and my swap partition has only been used a couple times. Though, maybe UT2004 uses more RAM than I normally use...
You said the problems were occurring when you were copying files - are you copying files and trying to play UT2004 at the same time? If so, some frame dropping is probably to be expected - heavy disk usage can slow almost anything down, regardless of whether it's consuming any CPU.
It dont using SWAP in KDE but only sometimes when I playng UT2004 big map. I have 512MB.

Im not as noob as you think I think my problem occurring in every disk activities (searching, reading) but I cant confirm this because this is problem of my friend and he is away from home. And I cant get to his PC.

In Windows I have just 10% usage when I copying files. However I have Xp 1600+.
