xinetd 100% utilization on one processor on a two processor system red hat 9

I have a Proliant 7000 with Dual Xeon 450 MHZ procesors with 1.5GB of memory running Redhat 9 and I am have problems with High CPU processor utilization with xinetd. I can stop xinetd and the server just idles. I used chkconfig and stop all the services that start in xinetd and the server would go to 100% on one of the processors. I can stop xinetd again and the server runs like 1% utilization on both processors. What else should I check? I looked at xinetd.conf and did not see anything out of the ordinary, but I am fairly new at linux admin, so it is possible I could be over looking something. Should I try reinstalling xinetd maybe there is something corrupt? By the way the only services that are running are swat, sgi_fam, and lpd-cups under xinetd.
