Why is it illegal to sale Linux laptops on ebay or amazon running Linux OS? At one time you could buy new or used laptops on ebay or amazon running Linux OS!! Now it seems they put stop to it.
And no longer Linux laptops on ebay or amazon running Linux OS new or used.

Wrong...not only are there MANY listed, how on Earth could it be illegal for you to sell something that you own??
you are only LEASING the operating system ( for a one time payment) you do not own it

However the Microsoft EULA does allow you to sell the software lease along with the computer, provided that you don't keep a second copy for your own use.
I'm pretty sure you can sell a laptop with linux installed. As to if you can charge directly for linux I can't say. Some distro's have more than a few legal agreements contained in them. Things like artwork may have copy protection also.

Of course you can charge. It's free software so you can do whatever you want with it. People who buy Linux installation discs and get them by post can expect to pay for the convenience. Selling it preinstalled on a laptop is no different. I believe the GPL prohibits distros from adding extra conditions.
Of course not all Linux software is GPLed. Mozilla software has its own license, which copyrights their logos and names. That's why so many distros use unbranded GPL versions like iceweasel.
Just as you can sell your old stereo with a nice box of 8-track tapes included, you can sell a piece of software that you bought, as long as you don't keep a copy of the same.
