Why Fedora

"To setup a PC to build sticks you need to install Fedora and then install livecd-tools and liveusb-creator on it.

You also need a checkout of our repository - see NeoRepo for that."
Can anybody explain me why this cant be done in another OS except fedora ?

I have no idea what these instructions are even for. We need more details to be able to tell you anything. On the surface, it's possible that the repository they're telling you to install is only for fedora but who really knows without any more details.
