where to post kernel software question?

I have a question about an expression in rtc.c.
It relates to "HZ/rtc_freq" in rtc_interrupt().
Is there a forum here that would be proper for this question?

On the index, it is a sub-form under Linux-Software.

I had looked and looked and just could not find it.
